VSL Fee Management Policy
How VET Student Loan fees are set, charged, and adjusted for HLT57715.
Purpose
This policy describes how TalentMed sets, charges, adjusts, and reports VSL fees. It applies to every student using a VET Student Loan to pay fees for HLT57715 Diploma of Practice Management.
The fee framework
- Tuition fees only. A VSL covers tuition fees. It does not cover enrolment fees, materials fees, or non-tuition charges (we do not charge separate enrolment or materials fees for VSL students).
- Fee cap. The tuition fee we charge for HLT57715 is at or below the government-set VSL loan cap for the course, indexed annually.
- Three fee periods. HLT57715 is delivered in three units of study, each a separate fee period with its own census date.
- 20% loan fee. A 20% loan fee is added to each amount charged to the loan (per the VSL Act, unless a specific exemption applies).
- Paid via the tax system. You repay the debt once your income reaches the compulsory repayment threshold.
Your Statement of Covered Tuition Fees
Before the first census date, we issue your Statement of Covered Tuition Fees. It lists:
- The units of study you are enrolled in
- The census date for each unit
- The tuition fee for each unit
- Any fees paid upfront and any amount to be charged to the loan
- The loan fee (20%) applicable to the loan portion
This document is the authoritative record of the fees we will charge to your loan. If any detail is incorrect, contact us immediately.
How fees are charged to the loan
- On or before the census date, we issue a Fee Notice confirming the amount payable.
- On the census date (11:59pm AEST), the tuition fee is charged to your VSL for that unit of study.
- Within 14 days of the census date, we issue a Commonwealth Assistance Notice (CAN) confirming the loan amount incurred.
- Your balance with the ATO is updated accordingly. You can view it through myGov.
Exemptions from the 20% loan fee
The VSL Act provides limited loan-fee exemptions. If you believe an exemption applies, tell us before you submit your eCAF. We record eligibility and apply the exemption to the loan amount charged. Most TalentMed students are not exempt.
Adjustments to fees
Credit transfer
If you are granted credit transfer for any unit after VSL enrolment is confirmed, we:
- Update the Statement of Covered Tuition Fees
- Remove the relevant unit from your VSL enrolment
- Confirm the adjustment to DEWR and to you in writing

Withdrawal before census
Withdrawal before a unit’s census date removes the tuition fee for that unit. No loan amount is charged.
Withdrawal after census / re-crediting
Where re-crediting applies, we cancel the loan debt and adjust the loan balance with DEWR and the ATO. The process, grounds, and evidence required are set out in the VSL Re-crediting Policy.
Separate accounting
We maintain separate ledger accounts for VSL funds to ensure they are not mixed with fee-for-service income. VSL fees are only used to deliver the VSL-approved course and associated services.
Reporting to DEWR and the ATO
- Census-date enrolment information and loan amounts are reported to the Department of Employment and Workplace Relations via the HELP IT System (HITS).
- The ATO receives the loan balance via DEWR and manages your repayment obligations.
- Changes (withdrawal, credit transfer, re-crediting) are reported promptly after the change takes effect.
Refunds
Fees paid upfront (before any VSL loan is established) are refundable under the terms of the Fees and Charges Policy. Fees charged to the VSL are not paid by you at the time of enrolment and are adjusted through re-crediting rather than refunds.
Records and audit
VSL fee records are retained for 7 years or as required by the VSL Rules, whichever is longer. They are subject to audit by DEWR, ASQA, and other authorised bodies.
Complaints about fee decisions
Use our Complaints and Appeals Policy for any concern about a VSL fee decision. If the internal process does not resolve the matter, you can escalate to the VET Student Loans Ombudsman on 1800 015 314.

When this policy is reviewed
This policy is reviewed annually and whenever the VSL Act, VSL Rules, or government fee caps change.
