VSL Re-crediting Policy

How to have a VET Student Loan amount re-credited when special circumstances apply.

Purpose

Re-crediting is the process of cancelling a VSL debt after the census date has passed. It is available in specific circumstances set out in the VSL Act and VSL Rules. This policy explains when re-crediting is available, how to apply, and what happens after.

It applies to every TalentMed student using VSL for HLT57715 Diploma of Practice Management.

When re-crediting is available

We must re-credit a VSL amount where any of the following applies.

1. Special circumstances

Special circumstances are events that are beyond your control, did not make their full impact on you until on or after the census date, and made it impracticable for you to complete the unit. Typical examples:

  • Serious medical illness or injury (yours or an immediate family member’s)
  • Severe personal or family crisis (for example, bereavement)
  • Significant and unavoidable change in employment affecting your ability to study
  • Natural disaster or major event affecting your circumstances

2. TalentMed default

Where TalentMed is unable to deliver the unit (for example, regulatory action, business closure, or inability to provide required trainers) and you were not offered an acceptable alternative.

3. Unacceptable conduct

Where TalentMed, a person associated with TalentMed, or a third party acting on our behalf has engaged in unacceptable conduct in relation to your enrolment or loan (for example, providing false or misleading information, pressuring you to take on a loan you did not understand, or misrepresenting VSL).

When re-crediting is not available

Re-crediting is not a general refund or dissatisfaction process. It does not normally apply where:

  • You changed your mind about the course after the census date
  • Your circumstances were foreseeable at the time of enrolment
  • You are seeking to have a loan re-credited solely because of academic difficulty, without special circumstances
  • You did not withdraw formally before the census date

How to apply

  1. Notify us. Contact enrol@talentmed.edu.au as soon as possible after the event. Early notification strengthens your application.
  2. Submit the re-credit application form. We send you the form, which covers:
    • Your personal and enrolment details
    • The census date and unit of study you are applying about
    • The grounds (special circumstances, TalentMed default, or unacceptable conduct)
    • A full explanation of what happened and when
    • The outcome you are seeking
  3. Provide supporting evidence. For special circumstances, include medical certificates, statutory declarations, or other documentation that shows what happened and when. For unacceptable conduct, include the communications or records that support your account.
  4. We assess. An officer not involved in the original decision reviews your application. We may contact you for additional information.
  5. Decision. You receive a written decision within 28 days of lodging a complete application. Where we need more time, we let you know why.

When to apply

Apply within 12 months of the census date, or as soon as reasonably possible once the special circumstances become apparent. We consider late applications where you can show good reason for the delay.

What happens if re-crediting is approved

  • The amount is cancelled from your VSL debt, including the 20% loan fee for the re-credited portion.
  • We notify DEWR, which updates the ATO record.
  • You receive a written confirmation, including the adjusted balance.
  • The unit is marked as withdrawn without debt on your academic record.

Any fee-for-service amount you paid upfront for that unit is refunded in line with the Fees and Charges Policy.

If your application is declined

You receive a written decision with reasons. You can then:

  1. Appeal internally through our complaints and appeals process, within 20 business days
  2. If the internal appeal does not resolve it, lodge a complaint with the VET Student Loans Ombudsman on 1800 015 314 for independent review at no cost

External review by the Ombudsman is a legislated right. You do not need TalentMed’s agreement to use it.

Records

Re-crediting applications, decisions, and supporting documents are retained on your student file for the period required by the VSL Rules and our retention schedule. They are handled under our Privacy Policy.

Continuous improvement

We review re-crediting decisions and outcomes annually to identify any patterns that suggest changes to our information, processes, or academic suitability assessment would help future students.

This policy is reviewed annually and whenever the VSL Act, VSL Rules, or Ombudsman guidance change.
